MOD Petroleum Centre, West Moors — Specialist Scaffolding for Fuel Infrastructure
Specialist scaffold access for fuel pipe refurbishment at an MOD facility within an environmentally sensitive setting.

Project Overview
TWK Scaffolding was appointed by REDS Group to provide specialist access scaffolding at the MOD Petroleum Centre in West Moors, Dorset.
The project involved refurbishment of existing fuel pipework, with access required for renovation, abrasive blasting and repainting.
Unlike a conventional building scaffold, the installation needed to accommodate the layout of the pipework while meeting the strict operational requirements of a controlled defence establishment.
Parts of the pipework also crossed environmentally sensitive land, introducing additional considerations around where scaffolding could be positioned and how the works could be undertaken.
Our scope involved designing and erecting a specialist scaffold arrangement to provide REDS Group’s operatives with suitable access to carry out the refurbishment.
The Challenge — Restricted Working Conditions & a Sensitive Environment
The main challenge was providing working access around existing fuel infrastructure within a site operating under strict safety and security procedures.
The establishment imposed restrictions on equipment and working methods, meaning the installation had to be planned around conditions that would not normally apply on a conventional construction site.
At the same time, the pipework crossed an environmentally sensitive area where the surrounding landscape required particular consideration.
Conventional scaffold arrangements were not necessarily suitable for the layout of the pipes or the conditions beneath them.
The installation therefore needed to accommodate the existing infrastructure, provide appropriate working positions for the refurbishment team and respect the site’s environmental and operational restrictions.
These considerations had to be resolved before erection, rather than relying on alterations once the scaffold was in place.
The TWK Solution — Specialist Access Around Existing Pipework
TWK designed and erected a specialist scaffolding arrangement around the fuel pipework, providing working platforms for REDS Group’s refurbishment operatives.
The scaffold was planned around the existing pipe configuration and the access required for surface preparation, renovation and painting.
Particular consideration was given to the site restrictions and the environmentally sensitive areas surrounding the works.
Our team worked within the establishment’s permitted working methods, adapting the installation approach to suit the restrictions on equipment and site operations.
The scaffold provided the required access without relying on a conventional building façade arrangement, demonstrating the importance of selecting a solution based on the actual structure and working environment.
By considering the pipework, access requirements and site restrictions together, we were able to provide a practical working platform for the specialist refurbishment activities.
Project Delivery & Outcome
The completed scaffolding arrangement supported REDS Group’s renovation, abrasive blasting and painting works to the existing fuel pipework.
The installation required more than conventional access scaffolding. It involved understanding the restrictions of the defence establishment, accommodating existing infrastructure and working within an environmentally sensitive setting.
The project demonstrates TWK’s experience delivering specialist access solutions in environments where working methods, site controls and the surrounding infrastructure must all be carefully considered.
It also forms part of our wider defence-sector experience, alongside temporary roofing and building maintenance works at MOD Blandford Camp.
